Josh the Otter Water Safety Grant Program

The Josh the Otter Water Safety Grant Program supports nonprofit organizations committed to educating children and communities about the importance of water safety. Funding is intended to expand and enhance efforts that teach lifesaving skills and awareness, with a particular focus on preventing childhood drowning.

Grant recipients may use funds to develop or deliver educational programming, outreach initiatives, and resources that promote safe behaviors in and around water (e.g., life jackets loaner stations). Through this program, Josh the Otter aims to empower organizations to make a meaningful impact by equipping children and families with the knowledge needed to stay safe in aquatic environments.

Grant timeline

  • Grant cycle: May 18-June 18, 2026
  • Application review for eligibility: June 19-July 31, 2026
  • Awarded recipients notified in July 2026
  • Grant Agreements in place by August 2026
  • Project period from August 2026 to June 30, 2029 (or sooner)

Project proposals

View the information below for eligible project requirements and grant application details.

Nonprofit organizations that are dedicated to educating children about water safety. The grants shall be used by the recipient organization to support educating people about water safety in general and specifically for the education of children about water safety.

  • Annual reporting will be required as part of the grant agreement in the format determined by Game and Parks.

  • Invoices must be submitted each year with the annual report with proof the invoices were paid.

  • Budget tracking will be submitted as part of each report to show what was spent from the grant awarded.

  • Significant changes to the budget will be reported.

  • If there are any deviations from the original grant, the recipient organization will notify Game and Parks right away to request an amendment to include costs not originally outlined in the grant agreement but are within the allowable expenses outlined in the statutes for the Josh the Otter Grant program.

  • Ineligible expenses – Game and Parks will determine if there are ineligible expenses associated with the grant application and notify the recipient organization upon review (within 30 days of receipt). Expenses incurred prior to the grant agreement being in place will NOT be eligible. All expenses must comply with the statutes written for this program under 37-111 and 37-112.

Outlined below is what you’ll need to prepare for your application. When the application period opens, you’ll need to have the following information and documents ready to complete your submission. We recommend gathering these materials ahead of time to ensure a smooth application process:

You will submit 3 documents to the Grant Administrator once you are ready.

  1. Project narrative
  2. Project budget
  3. Detailed project (with the following information below)

Required project details

  1. Project Title – A clear and descriptive title for your proposed project.

  2. Organization Applying – The name and contact information of the organization or individual who will manage the project and be responsible for reporting, funding and administration of the grant.

  3. Completed Project Narrative – A written narrative describing your project’s goals, methods, target audience, and intended impact. Complete the Project Narrative Template below and ensure all elements are incorporated into your application submission.

  4. Grant Request Amount – The total amount of funding you plan to request from the Josh the Otter Grant program.

  5. Completed Budget Sheet – Complete a detailed budget outlining how and when grant funds will be spent during the performance period of the grant.

  6. General Project Timeline – An overview of your anticipated start date, key milestones, and completion date. This timeline must match the budget sheet you submit. Key milestones would include planning, design, procurement and installation.

  7. Submit to Grant Administrator – Submit your application to the grant administrator, Hannah Jones, at [email protected] as a package. Projects submitted after the deadline will not be accepted until the next grant cycle.

A grant agreement will be signed by the awarded organization and Game and Parks prior to any expenses being incurred for the items outlined in the grant. Grant agreements will be in place approximately 30-45 days after the grant cycle closes. Grants will awarded on a first-come, first-serve basis for eligible recipients based on availability of funds.
