Boating Access FAQ

Nebraska Game and Parks strives to provide access and opportunity to Nebraskans and visitors. While we work to maintain safe boating access where feasible, ramps cannot always be extended due to cost, shallow-water zones, unstable lake beds, environmental limitations, permitting requirements, or safety concerns. 

Boaters are strongly encouraged to check current ramp conditions by calling ahead before traveling. While launching and retrieving vessels, it is important to be patient at ramps as closures cause restricted access, and certain water bodies may face increased congestion. 

Drought and ramp access challenges

Game and Parks continues monitoring ramp conditions statewide, updating public access information, evaluating temporary improvements where feasible, coordinating with local partners on access, and prioritizing safe public boating access whenever possible.

As water levels drop, less of the concrete ramp remains submerged. This reduces the functional length of the launch and desired slope is lost, making it difficult or impossible to safely launch and retrieve boats. Conditions also become less forgiving at lower lake elevations, where weather, water releases, wind, wave action and continued declining water levels can rapidly change boating access conditions. 

It is difficult to float docks and protect them from wind.

Nebraska Game and Parks evaluates each site individually to determine which improvements are safe, practical and cost-effective. Public safety is a top priority, so ramps must be safe and functional. Extending a boat ramp is not always as simple as adding more rock or concrete. Many ramps have been built to the deepest practical point, and low-water conditions can expose soft lake beds, shallow areas, or unsafe drop-offs.

Game and Parks evaluates water depth, lakebed stability, ramp slope and vehicle safety, environmental impacts, permitting requirements, and overall project cost before extending a ramp. 

In some situations, temporary access improvements may be possible. However, temporary ramps still require adequate depth and substrate, access to the site, environmental review, equipment and staff for maintenance, and funding. Temporary ramps are more susceptible to erosion and shifting substrate, especially sand.

Game and Parks places a high priority on boating access. Boat ramp construction and extensions can be very expensive. Funding for these projects is limited, and constructing or extending a ramp often requires engineering, permitting, heavy machinery, and consideration of future maintenance. Because drought conditions can be temporary and unpredictable, Nebraska Game and Parks must carefully evaluate whether these infrastructure investments are appropriate and sustainable.  

Game and Parks, along with partners on other public areas, supports approximately 330 public boat ramps in Nebraska. Boat ramps are funded in a variety of ways, with Game and Parks often utilizing federal funding programs and/or valued partnerships to increase the capacity of work being done. Federal grants through the U.S. Fish and Wildlife Service Sportfish Restoration Program and the U.S. Coast Guard are often matched with NGPC Game Cash, NGPC Aquatic Habitat Funds, Capital Maintenance Funds, or partner contributions for large projects. Smaller, less complex projects may only use one of these funding sources. 

While variable across water bodies statewide, a typical boat ramp installation, which requires parking, paths, lighting and dock systems as well, costs between $400,000 and $2 million. Complex projects that include long ramps, considerable excavation, and breakwater construction can increase well past these estimates.

Low-water conditions and drought-related challenges affecting boat access are not unique to Nebraska. Natural resource agencies across the country are facing similar issues as they work to maintain recreational opportunities during periods of fluctuating water levels. Game and Parks collaborates with professionals from other state agencies to evaluate innovative approaches. 

Planning and building new boat ramps

Nebraska Game and Parks has a plan for evaluating existing ramps and docks and considering new structures. When selecting a location for a completely new ramp, Nebraska Game and Parks must evaluate a complex set of environmental, logistical and safety criteria: 

  • Water Depth and Topography: Choosing areas with naturally deeper water and stable, gradual slopes to ensure long-term usability. 
  • Wind and Wave Protection: Placing the ramp in protected coves or bays to shield boaters from rough water and strong crosswinds during launching. 
  • Environmental Impact: Assessing how construction affects local fish habitats, wetlands, spawning grounds, shoreline vegetation and other land habitats.
  • Land Accessibility: Ensuring there is adequate upland space nearby for large parking lots, vehicle turning radiuses, and access roads. 
  • Siltation and Currents: Avoiding areas with heavy river currents or natural sediment accumulation that would quickly bury the new ramp in mud or sand. 
  • Recreational Demand and Long-Term Use: Evaluating whether the location will provide reliable public access and justify long-term maintenance investments. 

Boater responsibilities, safety & expectations

Call ahead and talk with local staff about current water conditions and ramp status. Once on-site, look for visible signs and perform a physical check: 

  • Check for the ramp end: Ensure the concrete extends far enough into the water so your trailer tires won’t drop off the edge. 
  • Assess the water depth: The water must be deep enough to float your boat without your motor hitting the bottom. 
  • Look for hazards: Watch for exposed rocks, logs, sandbars, or weeds near the launch area. 
  • Observe other boaters: Watch larger vessels launch to gauge the depth and difficulty. 
  • Ramp erosion: We encourage boaters to avoid excessive prop power loading which erodes the ends of ramps.
  • Read posted signs: Look for official closures and warnings, posted at the site.

Conditions can change rapidly week-to-week. Some ramps may be usable only for small watercraft, while others could be completely closed. Checking the online public-access boating map and calling the local park manager ahead ensures you know the exact conditions before you tow your boat to the lake. 

Note, while we work to update public boating access information as conditions change, fluctuating water levels and conditions occasionally outpace online updates. Calling ahead is preferred.  

Because of ramp closures, the remaining functional ramps can get heavily congested, leading to long lines and stressful loading and unloading. Be patient and observe ramp courtesy. 

How water management works

Lakes and reservoirs have various sources and uses. Reservoirs are constructed to meet a specific need, such as flood control, irrigation, hydropower or municipal water supply. Recreation is an added benefit, but is not the primary use or purpose. Game and Parks works closely with reservoir owners to provide the best recreation experience possible; however, extreme weather conditions, such as drought, can force prioritization of those multiple uses back to core needs.  

A watershed is an area of land that channels rainfall and snowmelt into a shared network of streams, rivers and reservoirs. High geographic ridges form the boundaries of this basin, acting like a giant funnel that uses gravity to pull water downhill. Because watersheds act as the collection basins for reservoirs, reservoir levels depend entirely on the amount of precipitation, runoff and groundwater flowing from the surrounding land. As water moves across the landscape, it either flows as surface runoff into local waterways or soaks into the soil, meaning that any activity or drought within these boundaries directly impacts both the water quality and the total volume stored in downstream reservoirs.

In many lakes, water levels are influenced by evaporation, limited rainfall or snowfall, and overall watershed conditions. In Nebraska’s reservoirs, irrigation deliveries, municipal water needs, downstream flow requirements and upstream watershed activities and conditions affect overall water levels.  

Recovery takes time. Severely low-water bodies across Nebraska will require significant and consistent precipitation (rain and snowmelt) within their watersheds to refill and recover. Many water bodies depend on upstream reservoirs and river systems to recover first, making the process gradual and highly dependent on future weather patterns.

Lake McConaughy access FAQs

Lake Mac visitors can refer to the boat access map to find available ramp access or get the weekly Outdoor Report on water conditions and access.  

Ten local onsite concessionaires and vendors offer take-out and put-in. Visit Keith County maintains a list. Fees typically run from $30 to $50.

The lack of slope at ramps is why visitors must walk in and drive vehicles into water to reach a depth adequate to launch a boat. An extended dock system is not feasible as it would not withstand the wind and wave action of the reservoir. Due to Lake McConaughy’s orientation, wind blows without obstruction over the length of the lake, creating extreme wave action. Combined, wind and waves have a significant impact on sand movement, bank erosion, and the ability to use infrastructure, such as floating docks.

Central Public Power and Irrigation District publishes the water levels on an ongoing basis.

Game and Parks staff remove sand and sediment three times a week to daily, depending on weather and water levels. Approximately 10 truckloads of sand are moved off ramps each time.  

However, because water levels fluctuate, sand is brought in from waves throughout the day. If crews dredge and remove sand in the morning, waves naturally push water, sediment and silt right back into that dredged area. Visitors are also encouraged not to power-load their boat onto the trailer, as this also pushes sediment onto the ramp.

This constant cycle makes daily dredging a temporary, unsustainable fix for low water depths. Daily dredging also requires substantial staffing, equipment, fuel and disposal coordination. 

Lake McConaughy is a multiple-use reservoir used for hydropower, agriculture, environmental and species support, and recreation. The reservoir is filled by the North Platte River, originating in Wyoming. Drought and limited mountain snow fall west of Nebraska reduces water available. Game and Parks does not control the water levels or its release.

As Game and Parks looks ahead to reducing impacts, current and planned improvements include: 

  • Road improvements and parking lot improvements at Divers Bay 
  • Evaluating a new ramp for low water access on the north side of the reservoir 
  • Evaluating widening the ramp lane at the Lemoyne Lakeside site with permitting

Due to high water-level fluctuation, breakwaters would need to be up to 40 feet tall and 1 mile long. During certain water levels, it could be a water hazard. Any structure would be cost-prohibitive.
